Eligibility Criteria for 2025
To be eligible for an EWS certification, there are two primary conditions you need to meet: Income Requirement and Asset Requirement, which have been specified by the Central Government; the two conditions are as follows:
1) General Condition
The applicant must fall within the General Category. Therefore the applicant is not eligible if they belong to SC (Scheduled Caste), ST (Scheduled Tribe) or OBC (Other Backward Classes).
2) Income Requirement
The applicant’s family gross annual income, including all sources of income, for the financial year preceding the one in which you are applying for the EWS certificate cannot be greater than ₹8 Lakhs.
What is considered as income? Salary, agricultural income, business income, professional income, and any other sources of income.
Who qualifies as family? The term “Family” means the applicant, their parents, their spouse, and their siblings (children under 18 years of age) and children (children under 18 years of age) of the family.
3) Asset (Property) Limit
If your family has a total combined income less than ₹8 Lakhs, you are still not eligible if you or your family has the following assets:
Agricultural land of 5 acres or more.
Residential flat of 1000 sq ft. or more.
An urban residential plot of 100 sq yds or more located in a notified municipality.
A rural/other residential plot of 200 sq yds or more located outside a notified municipality.
Important Note: The combined value of property held by the family in various states/cities must be checked against the limits outlined above in order to determine if they fall within limits outlined above.
Documents Required for Application
Prepare these documents to decrease your chances of being denied when applying (online or offline) for an application in 2025. You must have:
- Aadhaar Card – This is a mandatory document that shows both your identity and also serves as proof of your address.
- Income Certificate- This document must come from the Tehsildar’s office showing how much your family makes annually.
- Caste Certificate or Affidavit- Your self declaration or affidavit indicating you fall under the General category.
- Domicile or Resident Certificate- This document shows that you live in the state and indicate that you are a permanent resident.
- Property Documents- These documents will include land deed documents or tax receipts for properties that will help prove you are under the asset limit.
- Passport Size Photograph- This should be a clear, in-color photograph taken recently that has no digital alterations whatsoever.
- Bank Statement – Some states are requesting this optional document that shows proof of any funds that come into your account.
How to Apply Online (Step-by-Step Guide)
While each state has its own requirements, the method for submitting an application lies with each respective State Government. Most states now have “e-District” or “Service Plus” websites to facilitate this process.
Step 1 – Access Your State’s e-District Portal:
Use the internet to determine your state’s e-District portal, for example, Jansugam (Jammu & Kashmir), e-District (Delhi) or MeeSeva (Andhra Pradesh/Telangana).
Create an Account:
You will have to register by providing your mobile number and Aadhaar number (aadhaar card number).
Step 2 – Find the Service You Need:
After logging in, find the link to “Revenue Department Services”.
Clicking on that link will present you with a complete list of all Revenue Department Services.
Select the link that states “Issuance of Income and Asset Certificate for EWS”.
Step 3 – Complete the Application:
Information regarding the applicant must be included, i.e. Name, Father’s Name and Date of Birth, along with names of family members, relationship to the applicant, and income of each family member as listed on their respective Income Certificate/Income Tax Return (ITR).
Step 4 – Upload Required Documents:
Documents must be scanned and saved in the appropriate format (PDF, JPG, etc.) and must not exceed a size limit of 200KB.
All required documents should be uploaded into the appropriate fields.
Step 5 – Submit Application:
All required information will be submitted through the site to complete the application process.
Some states will require the payment of a nominal fee in order to submit the application, typically in the range of ₹10 to ₹50.
You will receive an Application Reference Number to use for tracking your application status.
Offline Application Process
If you reside in an area that is classified as rural or do not like using the internet:
- Head to your local Tehsil/Taluk/Block office.
- Request an EWS application form, which you will be required to fill out.
- Once you have completed the application form, you will need to enclose self-attested copies of all relevant documentation.
- After submitting the application form and your supporting documentation, the Revenue Inspector/patwari (revenue officer) will then verify that the information contained in the application is accurate in regard to income and land ownership (a visit to your property may take place).
Once he/she has verified your application, the Tehsildar (revenue officer) will approve your application and issue you with an EWS certificate.
Validity and Renewal
- Duration of Validity: The EWS Certificate will remain considered as proof of eligibility for a single fiscal year.
- Illustration: The EWS Certificate that was issued after the month of May 2025 will become invalid after March 31, 2026.
- Preferred Time Frame for Application: The recommended application time frame for receiving your EWS Certificate is during the months of April and May each year. If you wait to apply until June or later months of the year, the EWS Certificate may not be accepted for entrance into future examinations that require that certification.
- Renewing Your Certificate: No automatic renewal process is offered by the government, so you will need to apply each year for a new EWS Certificate submitting new income documentation each time.

Q1: I am OBC, will I be eligible for EWS? My income is low.
A: No. As an OBC (Central or State List), you cannot apply for EWS even if your income is low. EWS is for the General Category only.
Q2: Are my siblings’s income included?
A: Yes, if they are below 18 years age. If your sibling is over 18 years, their income will NOT be included in your “Family Income” for your EWS Certificate.
